Can't connect to my ip (SOLVED)

i've downloaded the .jar server software file from minecraft.net and it seems to be running fine, but i went to whatsmyip.org and used the ip it said was mine to try and connect, it doesn't let me. I can connect to the server with localhost but i can't connect with the ip. My computer is connected with a router. Also, each time i start up the server, it says setting up spawn area, and it doesnt seem like that should happen every time, maybe i'm wrong. Any help would be appreciated....

Did you put in the right ip

Did you put in the right ip for the server address? (It's your ip4 address)

Port forwarding?
It will always say setting up spawn area when you start your server.

i just went to whatsmyip.org and it said my ip at the top in big letters, would that be my ip4 adress or something else? Also, what should i port forward?

Need to learn the internets....

You won't be able to connect to your external ip from inside your network. You need to connect via localhost.

Spawn generates each time.
