Why don't you be helpful and suggest a custom server that DOES have these commands that ISN'T closed source like World of Minecraft?

What Niels said is correct, however, he was being a douche about it. If you don't have commands besides the basic commands (teleport, ban, kick, etc) it's because you are using Notch's minecraft server software. There are good custom servers out there that are very easy to get a hold of, most notably MCSharp. MCSharp has all of the commands like /cuboid, which allows you to make a large amount of blocks all at once, and /paint and /replace, which is like /cuboid and /paint put together
MCSharp r211 - This is the most recent version of MCSharp that has been released to date.
.dat Converter - You need this to convert your .dat levels to a suitable format that MCSharp can host

the commands aint working cuz your server aint custom
you need a custom server software like WoM
(and no you dont get World of Minecraft's software)
