The DevAndCo Official Minecraft Server sets creativity to the top level.
It may be small, with only 16 slots, but this means that there is no lag for players and also means that admin are able to talk freely with members and help sort out their issues as well as have friendly chats.
You may request your own piece of land which will be WorldGuarded from other players which means that only you will be able to edit it. Alternatively, you may wander off into the wilderness and start your creation on a random spot of land!
