I was playing around in my world, and lo and behold, the system was working again! It's going at a third of its original speed, but I managed to catch a video of it. I'll be uploading it in a sec. :)

The very second I started recording, the thing failed. Just before recording, I hacked the time to be day. I dunno, I might have screwed something up.
Now whenever I try to rebuild it, the torches die out for unknown reasons.

Hi! I was playing around with the flood gate mod, trying to get three flood gates to activate at once.

However, to my suprise, after feeding, then removing power to these, the torches underneath them started flickering very randomly.
So, I copied the torches to an above-ground test, and did not include the flood gates. They still work!
The pattern is quite odd, and does a little like this:
Some or all of the three torches flicker for a random amount of time.
They then stabilize for a random amount of time.
Each time they stabilize, a different combination of torches is on, and off.
I decided to record the changes to see if  I could find any kind of pattern. 1 = on. 0 = off. new line = new state.

There is kind of a pattern where the 1's sort of do

at somewhat random intervals, but the rest of the states are pretty random.

I'll get a video going to show the actual build and behavior of these torches, so that you can see for yourself, and maybe even benefit from  them.

I'd also like someone who hasn't modded their Minecraft to try it out, just to be 100% positive that this isn't caused by a mod. (Logically speaking, it shouldn't be, but you never can be too safe)

Anywho, just thought I'd share. xD
