He took an arrows in his kn... hm Neck ;D 

 

In your inventory you need a bow, and arrows. You then look at the neck of the person, hold right click to draw the bow, then release right click to shoot the person in the neck.

In one of the previous updates they made it so arrows stay in your body for a short time.
