Can not get Forge to install

Hi folk

I had Minecraft working on my computer, but a few days ago it had to be reformatted. I have re installed it and have played it, but i am unable to get Forge to install. Each time I try to run the application it open up in winrar instead of installing. I am running Windows 7 the same as before the reformatting

Would Google Chrome have any effect on the installation of forage.
I would appreciate help with this problem

Right click > Open With... > Select Java 8

Chrome

Chrome wouldn't have anything to do with the installation, it is simply the programs on your computer.

Do what ArtBot above me said.
