fatal error: native folder is empty

so far i have managed to:
download the file
extract the file
run the file..... or not
when i press run file a small dialogue box opens saying:
fatal error:
there is a problem with your installation
native folder is empty please reinstall
i have reinstallede World of Minecraft several times and it still isnt working. how do i fix this(i have windows 7)
