Hi. For some days ago, I downloaded a file from the official Minecraft page, so I could make my own server. Yesterday I heard about this site. I have downloaded something called Omen. I realy love it!
But I have some questions.
When im entering the server, I want it to stand something like: "Enter /rules to read the rules"
And I want to give rights to user. Like, when they first visit the server, they are only "member" but after a while, they can becoume builders. How do I do this?
I would be really glad if you guys could help me :D

Most of them that you can download will do that.

Thank you very much for the help. But ... If I download one of them, do I need to start all over? Like, my friends and I have made a lot of houses and things, and I don't want to loose it.

OMEN is a map making program. It does not handle players. You would need a custom server software for that. All custom server software links are listed at http://www.minecraftwiki.net/wiki/Custom_server_list
